XV-6800 WiFi. Is it usable without a Verizon Data Plan, or do they somehow preventits use.

Probably a case of the website not keeping up with policy! IIRC, Verizon
recently added a $0/month, $2/MB plan that you can choose for smartphones
and PDAs. You might try calling them- I suspect you could sweettalk their
telesales folks into matching the web price if a site error is preventing
the transaction from completing...
