Motorola has updated their USB drivers numerous times and if you install
an old version of MPT, you'll get an antique version of the drivers.

Get and install a new version of the drivers and see if that fixes
things. Even if you install a newer version of MPT, you should still
re-install the latest drivers afterward.

The only place I know for sure to get the latest drivers is

https://developer.motorola.com/docstools/USB_Drivers/

but that's Motorola's developer Web site and requires that you
"register" (just an email address) to use it. There are probably other
places to find them.
