If the Moto Q that you are talking about is from Verizion it probably
doesn't have BT PAN. Verizon disabled the BT PAN on their HTC 6800 and
their HTC 6900 and I wouldn't put it past them to disable it on the Moto Q
either.
Sprint on the other hand lets their users have BT PAN on their WM6 phones
but I've never seen the BT PAN work unless the user has "Phone as Modem" on
their plan.
