Only for certain regions. I got a letter from
CellularOne/Unicel saying they had bought Alltel's accounts and
were shutting down the pre-paid ones. I also spoke to both
Alltel and Unicel customer service and they both confirmed it.
My parents' phone will stop working on October 13th.
