Repeated SMS message

With the GSM04.11 specification, is it possible to receive, by
mistake, two copies of the same SMS message on the handset?

For instance, does the network send CP-DATA again if it fails to
receive CP-ACK within a timeout period? If so, would a specification-
compliant handset recognise that the CP-DATA is repeated?

Does anybody know of any existing handset model that is bugged or
otherwise non-compliant when it comes to treating repeated SMS message?
