My understanding is that pretty much all mobile carriers allow the
format +(Country Code)(Local Number - the leading zero. So the plus
will usually take care of the 4 digit International access.

Thanks for your reply. I am afraid you may misunderstand my issue. The
digits prefix is the ID of operator provider and the IDD charge will go that
account, not your mobile phone account. It is something similar to credit
card call that you need to enter access code, account number and PIN. I
believe it is essential but simple feature that lots of mobile phones omit.

OK, I see what you mean now. I think I have seen the odd Symbian
application floating around that does that sort of thing.
Maybe have a look on <http://www.handango.com> and see if anything shows
