Do you mean you have a SIM card inserted but the phone does not even ask at
power on if you want to continue in off-line mode? Or selecting from the
profiles menu "general" or similar does not have any effect? Strange if so.
If you don't have a SIM card (properly inserted), I think this would be
normal.
