You should permit the application to access the web as follows:
1. Select the application with the cursor.
2. Don't run (!) the application.
3. Choose 'Options'
4. 'Application access'
5. 'Communication'
6. Here you should permit 'Network access' and/or 'Connectivity' .
You can set other types of permissions there (SMS access, data access etc.).
No special settings are needed for signed JAVA applications.
