This is a regular cause for confusion. Short answer: No.
Long Answer:
The original Sprint PCS Vision plan (as opposed to Power Vision) did allow
PAM. This Vision plan (again, as opposed to the currently available Power
Vision plan) has been grandfathered. In other words, this plan is no longer
available, but people who created contracts with Sprint when this plan was
available still have this plan. Also, if you DID have the Vision plan and
your contract expires, the grandfathered Vision plan is no longer available
to you.
Under the Power Vision plans, you must purchase a Phone as Modem Data Plan
to use PAM. There are only two to choose from. See

This is Sprint's supported method of providing a wireless high speed IP
network to you.
However, as I've lurked over time in this news group, I've seen some very
different experiences (paraphrasing, of course):
People have been able to socially engineer thier accounts back on the old
Vision plan when they renew thier contract, therefore still being able to
use PAM at $15.00/month.
People expecting that the PAM was included in the Power Vision plans getting
very large bills because they did not have a PAM data plan.
People recently purchasing thier phone and not buying a PAM data plan, but
able to use PAM without seeing charges on thier bill.
A combination of the two people above: Using PAM without seeing charges on
thier bill, then eventually getting very large unexpected bills.
Often I see long time customers who dont understand that thier Vision plan
was grandfathered telling new customers that they can use PAM for $15.00
because the long time customer can.
