Sending pictures without vision?

I have a multimedia phone(Sanyo MM7400) and I thought I would be able to
send pictures to an email address without subscribing to PCS Vision service.
I remember the sales people telling me that I could send an occasional
picture for a per kilobyte fee. Is that right?

When I try to send a picture, the display asks if I want to connect to PCS
vision service, and then if I select "yes" it gives me error code 2048 and
says "Network Busy, please try again"

I only want to send several pictures a year, so paying a monthly fee isn't
reasonable for me. I got the phone for it's ability to connect at my
fringe-area home, but it would be nice to be able to use the camera.
