Sort of- the $15 is for data access on the phone only, (and only in
addition to a voice plan, of course.) Some other carriers allow the
phone to also be used as a wireless modem for your laptop as well-
something that Sprint charge extra for.

Probably- the $15 plan is a good deal considering that Sprint uses high-
speed EVDO (3G.)
I use T-Mobile, myself, who offers unlimited phone-only data for $6/month
(again, only with a voice plan,) but their speed is much slower than
Sprint's- only 150kbps or so, but I find that to be good enough for e-
mail and mobile web browsing.
