I have no idea what their plans are now, but when I had a $59 data
plan with my phone, I could tether it. Therefore it still holds true
you can tether.

True, for a cheap NAT router. This wouldn't work on a SOCKS5 proxy
though, as the proxy rewrites the TCP headers.
