Difference between free phones and phones that cost 1 cent

I've wondered why some places charge $0.01 for some AT&T phones
instead of giving them away for free - i.e. $0.00

The fine print from AT&T's $50 rebate:

"Mail in rebate is not available if discounts provided at the point of
sale bring the sale price of the device to or below $0."

Better to make $49.99 after a rebate, rather that get a free phone and
no rebate I guess :)
