Blocking stolen iPhone from use by IMEI?

You probably get this message a lot; but, I'm posting it anyway
because I can't find the answer.

Here's the IMEI of my stolen iPhone: 011300008396047

How do I ensure that anyone with my iPhone is unable to use it?

You can't AT&T wont do anything for you in that regard. They will sell
you a new phone or a new SIM card if you provide a replacement phone.
