If the police fail to act, you need an attorney to draw up a restraining
order the courts will force the police to enforce. You don't need the most
expensive lawyer in town to get this done as it's a pretty standard form
and it's not really expensive. If, once served with the court order which
is quite easy to obtain, he even has a simple contact with you, police must
enforce the order and can his sorry ass for disobeying it. If anything
untoward happens to you, they go STRAIGHT to his front door....and they let
him know it when they serve him the order.
