They should have had a clue about it even that far back. Digital
service has been in general use for over 10 years.

It depends on the location.

It all depends on who is doing the claiming. Our local VZW techs used
to claim every tower in town was theirs, even when the tower owners'
databases and the visible equipment on-site said otherwise.

If there is a firmware upgrade, I'd try that first. As for a new
phone, try to find someone with a VZW phone that works in the areas
that concern you, and try to get the same model. And be sure to take
advantage of their return policy if a new phone doesn't yield better
results.
On the topic of tower owner databases, it's been a long, long time
since I've searched through them, but here are the links I've used to
determine the owners of and carriers on the towers in my area.
