Default Verizon Wireless internet card - hit with Canada roaming fees

A friend of mine who has a Verizon card for his laptop with U.S.
service was recently in Canada.
He was able to connect in Canada without any roaming warning, so he
figured it was OK.
When he got his latest bill, they hit him with $130 in internet
roaming fees.
Is there any recourse? Should they have to tell you that you will be
charged for using your Verizon card that you pay a flat fee each month
for?

IF your friend signed an agreement that allows Verizon to charge roaming
fees for service in Canada, he has NO recourse but to pay!
